changed how the layout of the file structure is, as well as added a lot of the information on commands and made sure the site would work

adding page heading and first draft of config file
...
as title says, but the longer version is that the page heading here is going to help out as the page heading for other pages, and that the `mkdocs.yml` config file is just the first version, as I will probably add more plugins and tweak things down the line.
